Building on the lessons learned from the Programme “Programme de Développement Inclusif des Zones d’Accueil à l’Est du Tchad (DIZA) completed in January 2023, RESPECCT Programme adopts a 'triple nexus' approach combining humanitarian, development and peace-building.

Sur la base des enseignements tirés du Programme de Développement Inclusif des Zones d’Accueil à l’Est du Tchad (DIZA) achevé en Janvier 2023,  le Programme de Résilience Economique et Sociale des Populations de l’Est face aux Conflits et Changements Climatiques au Tchad (RESPECCT) adopte une approche ‘triple nexus’ combinant une approche humanitaire, développement et consolidation de la paix.    

Programme overview/Contexte

The RESPECCT programme is implemented in Eastern Chad (Ouaddaï, Sila and Wadi Fira Provinces) by a Consortium of three international organisations: Concern Worldwide (lead of the Consortium), International Rescue Committee and Search For Common Ground. The programme is implemented across 76 villages in the three provinces, and began in February 2023 and will run until January 2028. It is jointly financed by the European Union and French Development Agency (AFD).

Le programme RESPECCT est mis en œuvre à l’Est (Ouaddaï, Sila et Wadi Fira) du Tchad par un Consortium de trois organisations internationales, Concern Worldwide (lead du Consortium), International Rescue Committee et Search For Common Ground. Le Programme est mis en œuvre dans 76 villages répartis sur les trois provinces. Le programme a débuté en février 2023 et se poursuivra jusqu'en janvier 2028. Il est financé conjointement par l'Union Européenne et l'Agence Française de Développement (AFD).

Objectives/Les objectifs

The programme aims to strengthen the resilience of communities affected by forced displacement, climatic hazards and community conflicts in Eastern Chad in the short, medium and long term. Specifically, the programme will help to improve the living conditions and resilience of indigenous populations, refugees and returnees in host areas, through support for inclusive local development, in order to minimise the factors contributing to tension between communities, instability and the risk of increased forced displacement and conflict.

Le Programme vise à renforcer à court, moyen et long terme la résilience des communautés affectées par les déplacements forcés, les aléas climatiques et les conflits communautaires à l’Est du Tchad. Spécifiquement le Programme va contribuer à améliorer les conditions de vie et la résilience des populations autochtones, réfugiées et retournées dans les zones d’accueil, à travers un appui au développement local inclusif, afin de minimiser les facteurs contribuant aux tensions entre communautés, à l’instabilité et aux risques d’accroissement des déplacements forcés et de conflits.

Distribution of unconditional cash to households meeting the criteria and targeted by the project/Distribution de cash inconditionnel aux ménages répondant aux critères et ciblés par le projet. 
Reinforcing the Early Warning Systems/Renforcement du Système d’Alerte Précoce (SAP). 
Emergency Response/Réponses d’urgence. 
Construction/ rehabilitation of essential services/Construction/réhabilitation de services essentiels.
Implementation of income generating activities and financial services/Mise en œuvre d'activités économiques porteuses et de services financiers.
Protection of environmental sustainability and optimising production/Protection d’un environnement durable et optimisation des productions. 
In-depth conflict analysis, action framework and stakeholder mapping/Analyse approfondie des conflits, cadrage de l’action et cartographie des acteurs. 
Promotion of a gender transformative approach/Promotion d'une approche transformative de genre. 
Bringing communities together around common interests and supporting the prevention and management of conflicts over resources/Rapprochement des communautés autour d'intérêts communs et Prévention et gestion des conflits autour des ouvrages et ressources.

Programme participants/ Participants au programme

Number of direct and indirect beneficiaries: 123,102

9,000 beneficiary households for the cash transfer (8 rounds), supported also to develop income-generating activities, engaged in 350 Village Savings and Loans Groups → 54,000 direct beneficiaries.
900 programme participants from 900 households, engaged in vocational trainings → 5,400 direct beneficiaries
69, 102 indirect beneficiaries of 43 community infrastructures on essential services and environmental projects.

Nombre de bénéficiaires directs et indirects : 123 102
9 000 ménages bénéficiaires pour le cash transfert (8 tours), appuyés aussi pour développer des activités génératrices de revenus (AGR), sont mis dans 350 AVEC → donc 54 000 bénéficiaires directs. 
900 apprenants venant de 900 ménages, mis sur les formations professionnelles → 5 400 bénéficiaires directs.
69 102 bénéficiaires indirectes des 43 infrastructures communautaires de services essentiels et des chantiers environnementaux.
